The UPOU Networks

The official online repository of open educational resources produced by the University of the Philippines Open University.

Managed by the UPOU Center for Open and Distance e-Learning (CODTL), this website features learning materials produced by the Educational Media Production (EMP) unit in collaboration with academic units, partners, and other stakeholders. It collects and disseminates a broad range of university-produced multimedia educational content. It serves as a central hub of freely accessible educational resources that support teaching, learning, research, and public engagement.

These resources include videos, podcasts, publications, student-produced Open Educational Resources (OERs), and curated collections. These resources are drawn from recordings and outputs of university events, webinars, studio productions, and other academic and community engagement initiatives. The platform is continually updated with new material from these sources to ensure it remains up-to-date.

Established on 23 February 1995, the University of the Philippines Open University (UPOU) pioneered in online teaching and learning and continues to play a leading role in the study and practice of open learning and distance education in the Philippines.

RA 10650

As a developing country, the Philippines is faced with the task of educating millions of Filipinos and preparing them for the opportunities and challenges of the 21st century. Open and distance e-learning have made educational systems more open and flexible. As digital and networked technologies become ubiquitous, learning anywhere and anytime is fast becoming a lifestyle and the ideal of education for all is increasingly within reach.

On 9 December 2014, President Benigno Aquino, Jr. signed RA 10650 into law. Also known as the Open and Distance Learning Law, it aims to commit to expanding and democratizing access to quality tertiary education through the adoption of open learning as an educational philosophy and the use of distance education to deliver quality higher and technical educational programs in the country.
